Have your say on draft concept plan for proposed mixed-use development in Green Point
10 November 2025
The public is invited to an Open Day on Wednesday, 12 November to see the draft urban design concept plan for the proposed mixed use development on Erf 2187, a prime property in Green Point. This marks the start of the next non-statutory public comment period, which ends on Monday, 8 December 2025.
The 4,5-hectare property, situated at 1 Three Anchor Bay Road, is well-connected to key destinations in the city and close to landmarks such as the Sea Point Promenade, Cape Town Stadium and Urban Park, and the V&A Waterfront. The site is conveniently located near public transport routes, recreational amenities, popular business and entertainment hubs and significant tourist attractions.
The draft concept design aims to guide the development of the proposed high-intensity mixed-use project, which will incorporate residential opportunities such as affordable housing, retail and office space, and public and community facilities.
The development proposal for the Three Anchor Bay site began in February and has progressed through several stages including preparatory studies, technical investigations and initial stakeholder engagement.
For this non-statutory phase of the engagement, stakeholders are invited to review and comment on the draft development concept to help inform the statutory application processes, expected to start in 2026.
‘Making land packages such as this Three Anchor Bay site available for development is key to unlocking higher growth potential for the city’s economy. By inviting business and residents to this prime location, Cape Town, as one of the most desirable places to live, becomes accessible to more people, boosting tourism and opportunities,’ said the City’s Mayoral Committee Member for Economic Growth, Alderman James Vos.
